Weightlifting question?

okay, easy enough, got school in a little over a month. i have the strength i want, i just wanna look stronger. people say the easiest way to bulk up is maxing out as much as possible? is that true, or should i continue my low-weight/high-rep workout? need big guns on my arms for the ladies ;) yes, im a shallow 16 year old, i dont want moral advice. what do yall think?
