There's no difference between a 3.899 and a 3.9. The ivies that take transfer students (not all do) typically accept 1-2% of applicants. It's much harder to get in as a transfer than a freshman, and getting in certainly doesn't mean you'll get into their law school later. Based on this info (average GPA for a transfer applicant, not much in the way of activities) you really don't have a shot.
