What's wrong with my scooter. Part II?

The piston was locked up...but I was able to fix it by using an oil additive. That is no longer my problem. The engine is trying to turn over, but it doesn't . The spark plug is in great shape and is sparking. The oil and gas are both making their way to the engine...Granted the person who had the bike before me let gas sit in it for about a year. (but I'm betting that it is still combustible) The battery is fine. Everything I can think of appears to be fine. Any ideas as to what I can try checking? Short of taking apart the carb and cleaning it, which I have no idea how to do...I can't think of anything else that could be wrong. Everything that should be working appears to be working...What's wrong with my scooter. It's a TNG 49 cc
