University of California admissions for non-residents question?!!?!!?

I know you have to have at least a 3.4 gpa for non-residents but is that weighted or non-weighted and is that starting in 9th grade or 10th grade? because I heard california does it's own system where they only take your 10th and 11th and first sem 12th into consideration. Is that true?
