License to Ride a 49cc Scooter?

i got a 49cc Venice TNG scooter. i live in washington state and am wondering if u need a drivers license or a permit to legally ride it on the streets. im pretty sure u dont need a motorcycle lisence. i have my permit but not my license. just wondering thanks for the help
